The three most important dictators to arise in Europe in the decade or so after the First World War were Benito Mussolini in Italy, Joseph Stalin in the Soviet Union and Adolf Hitler in Germany. ... Hitler's rise was much more clearly connected to WWI. The Treaty of Versailles had punished Germany harshly.

Germany-The treaty was unfair on the part of the axis powers, Germany was burdened with too much war debt and felt that it was intentionally made to suffer. The treaty, the war debt and inflation just worsened the living conditions.people of Germany were vulnerable and wanted a rigorous leader who could rescue them from this economical and social catastrophe. So the rise of Hitler
Italy- Rise of Fascism is a different story. Italy took part in WW1 initially as the axis powers. But later joined hands with the allies and helped them defeat the axis powers. At the treaty, inspite of their contributions in war, Italians were not given anything from the trophies of war (aka pows, captured areas, monetary grants) . Not to mention the already weak economy was shattered by the war. And a chain of weak politicians followed initially. So eventually when Mussolini rose to power, people supported him as he was the tactful and shrewd leader they wanted and the thought he could lead Italy to it's former glory.
