By avoiding alliances and other international relationships is the right answer.

Under President Harding and President Calvin Coolidge, the Republican government adopted a distinct foreign policy known as the Isolationism. Prior to World War II, this foreign policy of America was a strategic and economic policy which proposed self-advancement. Hence, this policy made the United States to be economically independent and maintaining harmony with other countries. Therefore, U.S remained unstable to this policy by avoiding foreign alliances and restricting international competition (by putting high import duties)
