Being born and bought up in Palampur I think I will be able to answer this question well. I have lived around the world, but I still feel that Palampur is one of the best places to live if you meet the following criteria:
1.If you have got a government job in Palampur or nearby. Most of the people who re living in Palampur are working for the government in some form or the other.
2. If you are planning to retire and want to live a peaceful life. What better place than Palampur. Cost of living is low, it's well connected to other parts of the country. Around three flights are flying from gaggal airport to Delhi and one to Jaipur. So, you can easily reach the capital in a few hours if you want to.
3. You want to have a summer vacation home, and want to dodge the heat during the summers. Palampur’s temperature during summers isn't extreme and you will be enjoying the summer. You can go hiking or plan a picnic near the nuggal stream during the summers.
In conclusion, Palampur is one of the best places to live in India. But, only if you are prepared for it. If you are someone who wants to go out a lot or are always looking for some happening activities then Palampur is not for you.
P.S - Once you start living here, you wouldn't want to go anywhere else. All my friends who are born or lived in Palampur would come back once they retire. That's the charm of this city. I hope I was able to answer the question well. I am attaching some images of Palampur for your reference :)
