Fossils are formed in different ways, but most are formed when a plant or animal dies in a watery environment and is buried in mud and silt. Soft tissues quickly decompose leaving the hard bones or shells behind. Over time sediment builds over the top and hardens into rock.

Answer:

Fossils form when organisms in the past died and are burried in sediments.

The decay leaves only the hard matter such as the skeleton and exoskeleton of the former being and is pressed in piling layers of soil so as to pressure and keep the fossil in shape. Beings that died and are rather petrified in amber or ice with the soft tissues still preserved to this time of age from the moment it dies are considered preserved fossils such as the mammoths recovered from Siberia.
