We know that tyres have a grip holding patterns on their surfaces. Old tyres have rushed on roads from a long time thus their grip and the grip holding patterns might have rubbed away therefore when surface area increases friction between two particle also increases thus the vehicle may move ato low low speed due to increase of friction, while new tyres are just fitted with vehicle and the grip holding patterns are also there in it therefore when surface area decreases friction between two particles also decreases thus the vehicle may now move fast due to decrease of friction.
