TRUST : According to me, the most important thing they had done is building trust among people. In swarajya everyone feels worthy. But why? because chhatrapati shivaji maharaj takes care of every person from farmers to soldiers, ladies and children. For farmers if there is draught they did not took TAX. For soldiers, they pay in advance and before going to WAR, they make ceremony for greeting them, also they focus on winning wars without losing much soldiers ( for that purpose they made guerrilla warfare technique ), for ladies if anyone try to abuse them, they become strict to them and punishe them immediately. Because of this everyone in swarajya loves chhatrapati shivaji maharaj.

DISCIPLINE : chhatrapati shivaji maharaj builded strong discipline. There are strict rules and if anyone break them they do not care. In swarajya Rules are same for every person, even maharaj follow them. Ex. There is one rule in swarajya that doors of every fort closes after 6 pm evening and it opens after 6 am in morning. Once for checking the implementation of this rule, shivaji maharaj appeared in front of fort at midnight. Even there was maharaj, guard did not opened the door and he told them to wait till morning. After that chhatrapati shivaji maharaj praised that guard for following rule. So i want to just say that in swarajya rules were same for each and every person.
