Explanation:

Colonial rule - The policies of British colonial gov ruined the traditional handicrafts and discouraged development of industries such as textiles. The low rate of growth persisted until the 19ties - 18ties. This resulted in less job opportunities and low growth rate of incomes.

Inequalities of wealth and income - Both in public and private sector the industries provided some jobs. But these jobs were not enough to absorb all the job seekers. When people found themselves enable to set proper job in cities they started working as rickshaw pullers, vendors, construction workers, domestic servant etc. Such people could not afford expensive housing because of their irregular small income. So they started living in slums on the outskirts of city and problems of poverty. Regular growth of population - The two combined to make the growth rate of per capita income low. The failure at both front :promotion of economic growth and population control perpetuated the cycle of poverty. Social exclusion - Many families and many peoples think that gov jobs is better so they also give advice or pressure to his/her children for gov jobs and persons get failure and they dont do in his/her future. So, we have to neglect this thought. Unemployment - Also nowdays many peoples are unemployed who dont able to satisfy his/her needs. They dont have money for get proper food, they dont have any shelter etc and they make his/herself liability for country. Thank u
