How do the powers of the President of the United States and the Consul of ancient Rome compare? They both had/have supreme power over the citizens. Neither position had/has very much power at all. The Roman Consul controlled military, declared war, made laws, and taxed the people. The President of the United States is the head of state and head of government. He has the same powers as the Roman Consul, but needs to consult other branches of government on most decisions.
