How do transcription factors regulate gene expression?

There are two transcription factors. Sigma and rho. When the sigma factor gets attached to transcriptase enzyme at the promoter region of the gene, transcription starts and when the rho factor gets attached to the enzyme at the terminator region of the gene, transcription ends.
