How do we determine the local time of a place

The value of local mean time is added to or subtracted from the standard time. If the place of standard time is in east, then both the times are added. Whereas, if the place for standard time is in west then the two times are subtracted. For instance, the Standard Time of India is 82 degree and 30 minutes.
