How do we say that body is in rest​

A body is said to be in the state of rest if it changes it's position with respect to its surroundings...... A body is said to be in the state of motion if it doesnot change it's position with respect to its surroundings..

if the speed of the body is zero and zero force acting wrt observerthen the body must be in rest
