ANSWER :

Because 1 day is 24 hour long; so we can easily use time to calculate longitude.

EXPLAINATION :

One hour of time difference coresponds to 15 degree of longitude ( 360 degree /24 hour = 15 degree per hour) .

Suppose an observer sets his accurate watch to 12:00 at noon in Greenwich ,England and then travels a great distance.
