To obtain smallest value of resistance you hafto join resistance in parallel combination and to gain largest you hafto join the resistances in series combination

When we need to get the lower resultant resistant we will connect the resistors in parallel combination....whereas if we need to get the maximum resultant resistant we will connect the resistors in series combination.
