How do you interpret Mr. Otis attempt to offer lubricator to the ghost?

Mr. Otis was annoyed by the sound of chains and shackles tied around the ghost .He was not able to get sleep. and to solve this problem in his American manner he offered the ghost to use an American brand lubricant.
