Some basic compounds such as oxides of metal when dissolved in water produce strong base. For example:
Na2O + H2O → NaOH
MgO + H2O → Mg(OH)2

The hydroxides of metals are called bases.
There are certain compounds which are not metal hydroxides but consider as bases. Such bases when dissolved in water forms hydroxides (bases).
Ex: NH₃ + H₂O → NH₄OH
In the above example NH₃ (ammonia) is a base which dissolved in water forms base NH₄OH (ammonium hydroxide).
Hope it helps
