The poet has described the misery suffered by stray dogs. He has written this poem as a dog, emphasizing on how would a dog react to his pains and sufferings. Here in this poem, "I" refers to the dog.
The dog begins by saying that once he was lonely and had no home to reside. He, in the coming lines, adds on that "he was always on the go", or that he kept on moving and did not have a permanent place to reside in.
He adds on that he never had regular meals; whatever he found on the streets, he ate it.
He shows his misery by telling about his wounds and the itches he had at various places on his skin.
No one ever even called his name, neither anyone had the time to even gently pat him.
He says, "For people hurting me was really fun". This tells us about the act of humans, throwing pebbles on stray animals. (Here, dog.)
Then the dog gleefully tells, that a kind lady came to his rescue. She comforted him by saying that now he will not be stray anymore, he will have a place to stay at, he will have a family to play with, he will have people to take care of him. She assures him to find the best place for him.
However since the dog has never been this close to a human, he admits being scared.
The kind lady brushed his wounds, took care of him, narrated her views of rescue group to him.

If this poem was written by the rescue worker's point of view, it would have been more sympathetic. Much more description would have been given but, what the dog has told are the untold sufferings that most stray dogs suffer.
