how do you verify experimentally that sin I by sin r is a constant?

sine of an angle = opposite leg / hypoteseus 
it is just a ratio 
therfore, when sine of the incident - sine of the reflection, the angle are congruent. therefore the two right triangles are similar. 
therefore the ratio must be equal to 1
