How does a bulb glow in 0 watt ?

If the question is whether bulb can glow by providing zero watt, the answer is obviously no. No input results no output.

The bulbs that are found in market as 'zero watt bulbs' are actually not 0 watt bulbs rather they consume very small magnitude of power(about 15 watts). Nowadays, zero watt bulbs are increasingly being replaced by efficient CFL bulbs which give more light energy comparatively.
