To generalize, yes, democracy is an accountable form of government. This is not to say that the individuals elected to govern will take accountability, or will always behave in a way to benefit the citizens. But in the larger sense, the structure of a democracy is such that the people choose their representation on the local, regional, or national level. And by having limits on how long they can hold their office, the citizens have recourse though voting in regular, open, transparent, elections. Thus, democracy can be characterized as an accountable form of government.
