However, promoted by scientific and technological progress, the transformation of environment has been more and more rapid, such as geotechnical engineering including water conservancy engineering, traffic engineering and mining engineering. Since the late 1980s, the development and utilization of mineral resources in China have increased rapidly. However, due to the weak environmental protection consciousness and pursuit for economy at that time, the exploitation of minerals has caused considerable damage to the geological environment of mines [4]. For example, excessive mining and slag piling destroyed and occupied land resources; mountain cutting and explosive hill-opening operations during mining induced geological disasters such as collapse, landslides and debris flows; the underground mining caused damages to the groundwater layer, which led to geological disasters such as ground collapse and ground fissures. • The implementation of alarm systems is a very powerful way for people to plan for natural disasters. The National Weather Service (NWS) is one of the oldest utilized warning systems. The NWS is able to monitor extreme storms, tornadoes , earthquakes, blizzards and possible flooding and provide emergency warnings. It offers residents the chance to ready their homes for the natural disaster.
