Main differences are the first runs air through water reducing the temperature through evaporate cooling while the other uses refrigerants to absorb heat, push out cool air and reduce humidity to cool the room

In air conditioner, the warm air is run over refrigerant-filled coils, which absorbs heat and changes it from liquid to a gaseous state. The air is then converted back to liquid state and evacuated outside.

But in water cooler, the air is pulled through the back of the unit and processed through wet absorptive pads and cooled.
