The entire surface of the amoeba is its respiratory surface. It is always wet because the amoeba lives in water, and oxygen continually diffuses in and carbon dioxide continually diffuses out.
Oxygen does not need to get to individual cells because the the entire organism is only one cell! As it grows in size, the respiratory surface gets bigger; when the surface area becomes to small to allow sufficient diffusion of gases through the membrane, the cell divides.
