1) There are some conditions that applied to the way of government is run after the elections.
2) A democratic government cannot do whatever it likes, simply because it has won an election. it has to respect some basic rules.
3) In particular it has to respect some guarantees to the minorities.
4) Every major decisions had to go through the series of consultations.
5) Every office bearer has certain rights and responsibilities assigned by the constitution and the law.
6)Each of this is accountable not to the people but also to the other independent officials. So a democratic government rules within limits set by constitution law and citizens rights.

Democratic form of the government is very different from the no Democratic form.In Democratic form the government needs to take desicion by seeing impact on the people because of that desicion
