When evaporation occurs then the liquid (mostly water) absorbs all the heat from the surroundings and take it with it and we feel cool. evaporation causes cooling effect because the heat energy is absorbed by surrounding particles.

during evaporation the water releases its energy and changes its state into water vapours then the vapours then regains its energy from the surrounding and causes cooling.
