Ice and water both are non conductor of heat. When a lake or sea or river freezes the ice gathered in the upper level as the ice is less dense than water and thus more lighter in weight.
as they are non conductor of heat the further conduction process was stopped and the water under ice remains in liquid form which prevents the fishes from decaying.
