The composition of Zila Parishad varies from State to State. The number of its members varies from 40-60.  These members are:

The Chairman of the Panchayat Samiti for the district.

The Deputy Commissioner of the district and Heads of all the Government Departments in the district.

Members of Parliament and Members of State Legislature elected from the district.

One representative of each of the cooperative societies of the district.

Representatives of women, Scheduled Castes and Tribes.

The Chairman of the Municipality in the district.

The functions of the Zila Parishad are as follows:

It looks after the all-round developmental work of the district that includes establishment and maintenance of secondary, vocational and industrial schools, small irrigation projects, village industries, public health and sanitation, etc. It is done under the overall charge of an experienced functionary - the Deputy Commissioner.

It coordinates and supervises the work of the Panchayat Samitis. It undertakes and coordinates the various developmental projects prepared by the Panchayat Samitis in the district.

It advices the State Government on matters relating to Gram Panchayats and the Panchayat Samitis within its jurisdiction.

It examines and approves the budget of the Panchayat Samitis along with supervising its work.

It works for the upliftment of the weaker sections of society. It also tries to accelerate employment programmes for the villagers.

The main sources of income of the Zila Parishad are:

Taxes, license fees and market fees.

Grants received from the State Government.

Income from the property of the Zila Parishad.
