Literacy rates determine what types of industry can exist in a population. If you were looking to start another Google, for example, you’d want to place it where people are highly literate and well-educated. For older industries like agriculture the need for literacy wouldn’t be as high.
Literacy affects population rates in that people who can read and pursue their education are more likely to put off having children until they’re older and generally don’t have as many.
