How does literary and mass education help in the proper functioning of Democracy??

Hen the person is literate. Then they 'll have a good ideas to take decision on any matter which needs a person who is matured and experienced as well as educated. When the person itself is educated then they 'll try to make other educated which may help them to secure their rights and to use them properly.
