The correct answer to this question is that how dictators use the fear to control the people.

He was trying to create the fear in the society and at the same time he was trying to control the media, he even tried to rewrite the history and his aim towards was that he wanted himself to be remembered as someone who is really modest.

And even when Russia was going through a great famine, Stalin tried it best to not to show to the world that Russia is going through a time of famine and showed the opposite.
