Wind speed is one of the factors that affects the rate of evaporation. The rate of evaporation increases with the wind speed. With the increase in wind speed, the particles of water vapour move away with the wind, decreasing the amount of water vapour in the surrounding.
For example:on windy days, fast moving air takes away water vapours from the atmosphere, thereby decreasing its amount, and making room for more. As a result, more evaporation occurs.

Here is ur answer :
When the speed of wind increases the rate of evaporation increases but when the speed of wind decreases the rate of evaporation decreases.
for example, clothes dry faster on a windy day. With the increase in wind speed, the particles of water vapour moves away with the wind decreasing the amount of water vapour in the surrounding.
