When light from any object in outerspace pass through the different layers of atmosphere it refracts because the different layer consist of gases in different amount and the layers vary in density with each other (some layers are more denser but some are less denser). Thus light refracts in different layers lf atmosphere and hence refraction in environment takes place.

Stars emit light and when that light passes from different layers of atmosphere it refracts.Passing of light from rarer to denser layers of atmoshere make it look like twinkling.

Planets don't emit light and thus they don't seem to be like twinkling.

As definition says that the phenomenon of change in the direction of the path of light when it goes from one medium to another medium is called refraction of light.so...it requires medium...and atmosphere is the best medium.... There are many gases , obstacles in atmosphere
