Structures built on soils that tend to hold water (clay soils, for example) will have trouble because of the property of thixotropism. Thixotropic materials are (or at least seem to be on some scale) solid until disturbed. When disturbed thixotropic materials turn into liquid, and you can imagine what sort of shaking and structural damage would occur in such a case.
Sandy soils, on the other hand don't hold water to the same extent, so they tend to be more stable. Obviously any soil on a slope can be hazardous. The best move is to build on a foundation that goes to bedrock.
