surface water is the water which is formed on the surface such as ponds and lakes. It can be easily polluted by the industrial wastes or by the impurities preset in the atmosphere which gets mixed in the water during the rainfall. The water from these reservoirs can be directly extracted.

underground water is the water which is found below some layers of soil. It doesn't gets polluted easily and whenever it rains water percolates (meaning passes through) through the soil and ultimately gets purified. The underground water can be extracted by dug wells or electric pumps.
