How does the developmental programmes of the government affect the poor people living in bastis and small villages?

we can't say that this affect the poor people most it affect some lil bit because the program are specially for poors only who are below poverty line. But sometime poor people can't take benefit and rich people are benefited because government helps their relative ,friends and core voters which poor people can't get benefit and the benefits is given to rich people.

development programmes also affect the basti and small villages because they don't have much money to buy tv phone and many other this. so the scheme which is given by government couldn't go to the bastis and small village.they don't have news Network who will inform them about programme so it affect poor people's
