The energy of a photon with frequency f is given by hf. At an interface the total energy must add up and this requires the frequency to remain constant outside and inside the medium. On the other hand the wavelength ,lamda, depends on the speed of light in the medium and is reduced by the index of refraction

actually if u know many laws changes since there many theories, I do think u are taking reference to the Einstein's theory of relativity.
reasons (as per Theory of Relativity)
1)as per Einstein, i means maybe none know the equation but I give u a example
If a boy is standing near a mirror in space craft stationed at a place and a a tube/bulb/etc. light is above the mirror. so the light from the light source first collides with the boy and then bounce back to the mirror and hence we see ourself.
2)Now take the similar conditions but a different situation in this example.
again the boy is standing near a mirror in space craft this time not stationed but moving towards xyz location at a certain speed and the situations or scenario is the same as before, at this time the light scientifically needs to travel more distance than the stationed whens, so hence it contracts or expand at such situations otherwise if it didn't u will won't see ur image in the mirror or would see it but too late(eg:2hrs).
3)if u see the frequency should remain same if not being expanded or contracted but then u won't be able to see the image u are able to now (since earth is too moving at great speed).
4)So by this property the frequency remains the same.
