The ‘rock’, in the poem Inchcape Rock, is described as a reef and a dangerous one at that. The risk the Inchcape Rock was posing was that when the water level rises, due to high tide, it would become invisible to the oncoming ships. The sailors controlling the ships will not be able to notice it. Even in a low tide situation, the rock was barely visible. In the poem it is described as being a few inches above water.
