He does this by pointing out how natural resources like the earth, air and wind are shared. Similarly, he shows how all people are emotionally the same. They feel happy about a 'peaceful harvest' and are troubled by war's 'winter'. Also, all men have the same physical structure including the same hands and eyes.
Since there are no differences between men, the question of foreign countries does not arise.
