For example, when the military places troops at polling stations, to intimidate opposition voters or to throw out ballots they don’t like. This is why so many supposedly democratic elections are invalidated by outside observers, as it is obvious that the voters are not really free to choose.
If a democracy is ruled by laws, then the weakest, least powerful person can invoke the law (through the courts) to require the strongest and most powerful to count their vote, even if it means that the strong lose their power.
