The time of a place depends on the longitude of that place because longitude of a place specifies whether that place is in west or in east. And if it is in west, then to how much degree it is in west. Similarly if it is in east, then to how much degree in the east. Now since Earth is a circle rotating from west to east, there is only half part of the earth that is in front of the sun at a time. If east side of the earth is in front of the sun, west side does not receive sunlight and vice versa. So if it is daytime in India which is in east, it will be night time in America which is in west. The longitude specifies the side of a place, whether it is in east or west.

Explanation:
There is a direct relation between the time of a place and the meridian of that place. As the earth rotates, every meridian on the earth faces the sun once a day. This is the time when the sun reaches its highest point in the sky. We call it midday or noon time.
