In the first part of the poem the traveller describes that the face of the statue was half sunken on sand and only two big trunk less legs are left.
In the half sunken face one can notice that Ozymandias was a powerful ruler and the sculpture who made the statue was a perfectionist.

Answer:

The poet describe that when he met with a traveller from an antique land the traveller told him that the sculptor understood well the 'frown' and ' sneer of cold command' attitude of Ozymandias.
