According to me, the percentage depends on how much awareness about the right to education can be spread. As soon as the people get aware and educated about their rights and specially about the right to education, there will be more awareness. Thus ,only then illiteracy will be completely eradicated.Illiteracy is one of the major problems of our country.Though there have been many movements since independence but people below poverty line maynot be even aware of the constitution.

The right to Education, which came into force from April 2010, aimed at eradicating illiteracy from the face of our Motherland India. According to RTE, all the children between the age of six and fourteen have a right to free and compulsory education.
In a populous country like India, it's easy to make laws but implementing them is not easy. The RTE can achieve its goal only when the government, as well as people, work at war footing levels. The families living in abject poverty still prefer their children to be a helping hand and bring in some money instead of sending them to school. The drop out rate is high. Corruption has its intervention in this area also and the benefits don't reach the deserving people. Unless our government assumes the role of a welfare state, complete success will be a far fetched dream.
