Japan became a developed country despite having limited natural resources as it has focused more on human resources like education and health so that literacy rate is higher and mortality rate is lower.

Japan became a developed country despite having limited natural resources because it invested on to the human resource instead of investing on other resources. it used the limited resources very cleverly and usefully and it also invested on the education and health of human resource.
hope this helps.
