how has the right to information been expanded to cover various services provided by the government

Right to Informatiom Act 2005 [RTI] gives us the right to seek any information from the government, but government can refrain from answering questions which may harm national security and confidentiality of certain plans, especially of military and armed forces. The citizens can ask the government about its intentions, its aim, its method, etc. related to any scheme or policy of the government. They can seek informatiom about the functioning of any department.

The right to information (RTI) was passed in 2005. It empowers the citizens of India to get answers to any queries related to  public authority which is established, constituted, owned, controlled or substantially financed by funds provided directly or indirectly.
Only a few queries would not be answered which may pertain to security and confidentiality issues.
Except Jammu and Kashmir the Act applies to whole of India and extends to different format- documents,memos, circular etc
