When the policy of decentralisation was introduced it does not gain any respect among the society.the state government does not bother to conduct election at the local levels regularly. As the local government do not have any resources of their own they have to depend on state government. But it was not fulfilled. A major constitutional amendment was done on the year 1992. Its features are:-Now, it is constitutionally mandatory for the state government to hold regular elections at the local levels.Seats are reserved for the SCs and the STs at the local government.1/3 rd of the seats are reserved for the women. There is a separate election commission for the state which conducts election at the local levels.(Independent).Now, the state government should share some responsibilities , powers and revenues with the local governments. These are the measures which made the third tier of government more effective and powerful.
