Because despite secularism government is allowed to interfere in religion for a good cause. To opose some illegal practice but only on the guidance or rules listed out in constitution. But this happens at very less instances.
Eg- although there is a rule to wear helmet while riding 2 wheelers sikhs wearing turban are given relaxation from this rule
