In a unitary form of government, there is only one government for the whole country. The drawback of such type of government is that the problems are resolved and the country develops in the basis of a country but not in local or state basis.
The federal form of government is a form where the power of the the government is divided into different levels that rule in their jurisdiction. The Indian government is a federal government. In India, the power is divided into the central government, State government and local government. This way different types of government try to resolve the problems and develop the country in their jurisdiction, leading to a proper rule and development of the country.
The government in a federal form of government is able to look after the problems in their jurisdiction and the different levels can keep a check on each other too.
