how is BMI used to determine the under nourishment of a person? Explain

for ex ..a person with height 1.5 m and weight 90
we measure BMI LIKE THIS.
90/1.5×1.5=40
as 40 is above 25 the person is overwieght..(as if it was below18.5 it would be under nourished)
