Following elections to the state legislative assembly, the Governor usually invites the party (or coalition) with a majority of seats to form the government. The Governor appointsand swears in the Chief Minister, whose council of ministers are collectively responsible to the assembly.

Chief Minister is elected through the election of Vidhan Sabha of state.

It is very similar to the process of electing the Prime Minister of India.

Many regions are divided Vidhan Sabha Seats and the party which achieves the Majority has the right to form the state government and the candidate which has won a seat in Vidhan Sabha  appointed as the head of  winning party by the winning party could be the Chief Minister of the State
