People elect their government for a particular period. Government has a limited period and it has to face people in next election and in order to get re-elected, it must act responsibly to the demands of the people.

At some places people also have the right to recall their government if a minimum section of citizens unhappy with the working of government.

So it's the people wo have the real power and Government cannot act on its whims and fancies.
