In "the Signal-Man" by Charles Dickens, fear is created through the usage of imagery that provokes desolation, foreboding, and even a supernatural aspect. Already in the begin, the narrator describes the place as "a great dungeon" with provoked foreboding.
The isolation that is portrayed in it also provokes fear, as well the fact that at some point it seems like the impossible it being talked about.
In essence, there are many aspects to it that create fear. Even the repetition of events provokes fear.
